A documentary examining the life and criminal empire of notorious Boston gangster James "Whitey" Bulger, tracing how he rose to dominate organised crime in South Boston whilst operating as an FBI informant. The film scrutinises the deeply corrupt relationship between Bulger and his FBI handler John Connolly, which allowed him to evade prosecution for decades whilst rivals were betrayed to authorities. It also explores Bulger's eventual capture in 2011 after sixteen years on the run, and the broader questions of institutional corruption that his case exposed.
