A former CIA director is recruited to advise the FBI on catching a dangerous terrorist, but she was previously convicted of treason, making her loyalties deeply suspect. As the FBI agent working alongside her begins to rely on her expertise, he struggles to determine whether she is genuinely helping or manipulating the investigation for her own ends.
