Convinced that the sunken vessel and its cargo rightfully belong to Spain, he teams up with an eccentric American lawyer to challenge the salvagers in a Florida courtroom. The series blends dry comedy with courtroom drama as the idealistic official navigates bureaucratic indifference at home and formidable opposition abroad.
